All the Texans can chime in on what roses in particular will grow well. Since I am in Washington, the roses growing info will be quite different and I can't help much with specifics.
I know that in general, they like sun and water and fertilizer. When I lived in Lubbock, there was a rose bush that grew next to our outdoor spigot, which had a slow leak. That rose bush LOVED that water so I never fixed the leak, and the bush grew up as high as the roof!
I would be particularly interested to know what time of year is good for our Houston friend to plant the roses.
The other thing to do would be to join as a subscriber and get all that great info from the folks on the Rose forum! There is a huge amount of knowledge that people can share on the specialty forums.
Are you planning on purchasing roses over the internet? Or at the local Big Box store?
If over the internet: At the top of the DG home page, there is a navigation menu. Go to "Products & Sources". Then choose "The Garden Watchdog". Under "Browse by Category", look for "Plants: Roses". If you click on the company name, you can check what people who have used that company think of them.
I don't know what your minimum temperatures are. I remember Houston being quite warm, even in the winter (But my winter temps are in the -5 to -10 area). If your minimum temps are much below freezing, you may want to look for non-grafted roses advertised as being on their own roots. They are much hardier than the grafted roses in cold areas.
The roses from the Big Box stores are always iffy when it comes to survival. If you are purchasing locally, go to a good nursery.

There is also David Austin roses in Tyler Tx. You might contact the county extension agency and see what they recommend. You can probably do so via the net.
wow thank you guys for all the info !! yes I actually did some purchasing from Chamblee Rose Nursery so far everything seems okay but recently we had very bad rainy days here and I am worrying about my recently planted roses .. hope it will not harm as much as I afraid
Yes David Austin roses are here in Tylor but what ever I wanted to buy they all liable on 2016 so I don't want to wait this much longer ... for instance double delight, pope john paul II , Mr Lincoln some of them ... yes I checked the web addresses that had good grade but they do not sell what I look right now :)
If you want those particular roses (Double Delight, Pope John Paul II , Mr Lincoln ...), you will have to wait until the 2016 ordering dates.
It is getting late in the year to find the more popular roses. The roses you listed are some of the older, better known plants but there are still plenty of gorgeous ones available.
My personal favorites are all the roses with "Splash" in their names.
