knockout rose problem

Anyone know what's wrong with my roses. Japanese beetles hit them very hard this summer, but they never recovered and now look like this.

Jap beetles form grubs in the soil- your roots may be suffering still

There is a disease, that attacts roses I don't know the name, what it looks like, or if it's in your area, I'm wondering if it could be that? I know, I'm a lot of help. Lol

The grubs are usually found in lawns but can definitely do damage to ALL roots, as far as I know.

Milky spore to the lawn for Jap beetles, roses are prone to a lot of fungal issues. Powdery mildew, black spot, I know Lisa, I cant think of that one bad one...ah! Virus. Rose rosette virus...
