I posted this picture a few weeks ago. Since then I have pruned the tops of these seedling hoping to force them to form additional branches. They responded by growing new single upright stems. No additional new branches. How do I get them to start developing into beautiful Desert Rose plants?

It says:
"To keep the plants bushy, in spring cut back half of all branches. This will make those branches produce more branches and hopefully more flowers."
I would definitely wait until spring now and do as they say.
I agree with Nancy. Sometimes the cuttings can be rooted into new plants. Rooted cuttings will grow into nice plants and flower but they don't get a caudex.
