planter for tomatoes

Berkeley, CA(Zone 9a)

I have several planters measuring 23" across and 15" deep. Can I plant one or two tomatoes in each planter?

Sounds plenty deep enough, but the branches will intertwine if plants are only 18" or so apart. And you will have to figure out how to support the vines.
Perhaps you might plant one tomato and one shorter veggie like pepper/broccoli/eggplant/etc.
Or maybe two dwarf tomato types. In that case I would recommend either two of the same variety or two different color fruits, so that when the branches get tangled you can tell which is which.

Liberty Hill, TX(Zone 8a)

The above mentioned Dwarf plants are fantastic for containers and they produce regular sized fruit. All you need to do is google The Dwarf Project, or something like that. Lol
