What do mature Tiger Lily seeds look like?

I tried my hybrid experiment with tiger lilies that normally dont produce seed. After the flowers fell off the long part usually attatched to the end of pistol remained for about 2 weeks, and is now starting to turn brown and shrivel up, it swelled slightly but not much. I opened one and inside I saw tiny black seeds but I am not sure if they are mature or dried out because they never did grow?

I have never grown lilies from seed because the process is rather involved, but I have collected lots of seed.

The seed head forms at the base of the pistil only on fertilized blooms. When the bloom dies down, what is left is the ovary in this picture:

The ovary swells and grows relatively smooth and hard, but you can still see the ribbing from the original bloom. This is the portion I remove unless collecting seeds because I would rather the nutrition return to the bulb.

At the end of the season, when the stem dries up, the enlarged seed head will also be dry. When this pod is dry, you can open it and remove the seeds or just leave them to store in the pod.

I am not sure if I answered the question, but if it is shriveled, don't expect seeds. I am also guessing that you are referring to true liliums, and not daylilies, crinums, etc.

You are near to me geographically, but I removed so many of my potential seedheads that I cannot be sure, but I don't think they would be ready yet unless the lily is a really early asiatic bloomer. I have only pulled seeds from oriental lilies which don't generally bloom till late July or August, and they would need a lot more time for the seeds to form and dry.
