Several years ago, maybe 5, my daughter dug up a shoot from one of the lilac trees in her yard, and planted it on my lawn. It's been thriving, leaves come out over summer, but it doesn't bloom. It has some little shoots growing all around the bottom or it, that has leaves now, too. It just never has any blossoms on it. I live in No Vermont, with changing seasons. But the shoots came from lilac bushes in my daughter's yard that bloom.
