Yes, it came up that way and no, the scaly part is like a scab on the skin. It doesn't wipe off.

I agree with Moby and Jo. It almost looks like the stem tried to fasciate, or is to some degree. I think it's just a genes and cell thing like Jo said, probably weather related.
