I wouldn't think so. My climate is a little cooler than yours, but I'd say that only about 50% of my JMs have even begun to leaf out. I'd give it another week or two before I started to worry too much.

Here's an idea, at least this in how I use my 8 by 10 pvc greenhouse in the winter. We are in the lake effect snow area of southwestern Michigan, winter here is brutal, but to keep my DH happe we put the greenhouse over the spa, and my tender plants like JM's go in with the spa. Plants don't freeze, and getting in and out of the spa is a delight, since the air is warm and you are not exposed to the wind. And i can start my seeds early because of the temp in the greenhouse from the spa. It really works........... .when the weather is warm enough, we move the greenhouse and finish off the plants it it, and repeated for the last 12 years. Try it..........
