Pond & Waterfall Gone Wrong

Hi there-

A few years back a friend helped to build a pond and waterfall. The waterfall is not set deep enough into the hillside and (while I was gone) mortared the rocks in. Not long ago I was moving a few rocks that are to the side of the pond and discovered the soup-like (actually, like wet concrete) consistency of the soil behind the rocks. . . I was going to take a sledge hammer and bust out the mortared rocks, dig back a bit further, lay new liner and set new rocks but am afraid to since the rocks are holding up the hill side (part of a retaining wall). So, scrap the falls idea. But, I still need some sort of movement to aerate the water. Any ideas? Pictures, suggestions?
