Both of my foxtails seemed to have survived our Orlando winter, but are now presenting an odd symptom: each palm has a new frond that is drooping considerably, plus the point of origin of the new frond is dark brown and looks almost rotting. Please advise.

Got some bud damage/rot while that leaf was developing. But if stuff below the brown spot looks OK, your palm might be fine
