Garden Pests and Diseases: Nellie R Stevens damage from unknown pest, 2 by Mrgrtvil

I\'m assuming this is being done by some sort of pest. I can\'t explain the brown spots. But the ends of the leaves certainly appear to be chewed up. And it appears as though there are droppings all around the base of each shrub that is experiencing this.

These shrubs are 8-10 years old and this has never been an issue. I\'m in the Dallas, TX area.
