Shipping and handling costs are extremely high. Includes cost I would normally expect in the porduct itself. Not for the small orderer to try.

I noticed Victory has adjusted there shipping costs so that small orders are not so expensive and rates are adjusted by size. Changing rating to neutral for the change and will consider placing an order.

Shipping and handling is a tough issue in the mail-order industry as a whole right now. Postage prices continue to rise and the quality of the carrier's services continue to decline. But I do not believe our costs to be high - extremely or otherwise. Perhaps you read the shipping estimate incorrectly. There are US Priority Mail options available for those folks that choose.
A couple of years ago as the economy began to sour, we weighed all of the options and with the input of our loyal customers and supporters, decided against raising the packet prices or setting a minimum order amount as most companies chose to do. We ended up going with a minimum postage and handling cost of $6.45. I would point out that this price has now been lowered in our new cart system as First Class Mail is now an available option. Starting at about $4.00, shipping depends on the weight of your order and the distance to the destination.
We feel that it is not fair to hide shipping costs in the packet prices. There is no reason why a serious gardener ordering a garden's worth of seeds, local customers, or even a customer in a close postal mail zone should be penalized with higher packet prices just to hide shipping costs. So unlike you, we do not believe in hiding prices in our seed packets.
As you mentioned in your email, these are tough economic times and in order to continue our seed preservation work, we need to make sure that we are around for decades to come. That is the bottom line. Yes we sell seeds to pay the bills. But our primary reason for existing is to keep old seed varieties available for home gardeners. We would not be able to do this if we lost money on orders. Thankfully the supporters of our work, who have helped to build this company and evolve these policies over the past decade plus, understand.
