This treehopper is on the underside of a New York Ironweed leaf (Vernonia noveboracensis). These bugs feed on plants in the Asteraceae. Nymphs are visible along the midrib of the leaf.

Found these on my sunflowers this year. The ants seem to be taking care of the hatchlings though.
