Some of many many bougainvilleas have not produced any buds or leaves on some branches, when I cut into a branch there is a distinct yellow fluid just under the bark. This is quite obvious from the following photo. Can anyone identify the problem and how to deal with it? I live in Spain in an area equivalent to zone 10a where bougainvilleas grow profusely.

I had the same problem a few years ago, someone has poisoned the plant.
I just cut mine back and it is still growing.
I have the same problem, it seems right that someone poisoned my plants from outside. All three plants are partially affected and flowering now as I cut back the affected parts
