We had a hard winter here in Portland Oregon and my species Abutilons, almost evergreen in previous years, is only just barely leafing out in a few places, and mostly from the base. Do I have to cut it back to the ground and regrow the thing, just keep waiting, or what? This is a wonderful plant by the way, attracts hummers like mad!

I'd cut it back. That way the plant renews itself and doesn't have to struggle and spend energy reviving old wood. I also feed mine once a week with Vigoro.
