Tips for Hiring a Consultant

I have had problems with my computers and need to hire someone to solve some problems. I am going to find someone online. What tips would you suggest for screening someone? I have no idea what credentials I should look for.

The basic problems are slaving over the drive that I mentioned before and then installing a new drive, and a laptop that won't boot normally.

I don't want to pay someone who has no idea what he is doing.
