I live on the 6th floor of an apartment building. What could be eating my clematis shoots, newly planted rudbeckia seedlings and a newly emerging hosta? All my plants are in container on my open balcony. I can't imagine rabbits getting up that high!

Any signs of slime trails? Could be slugs/snails.
No sign of slugs. It's bizzare!
Um, birds? I've noticed the birds are very busy collecting materials at my house. They keep running off with bits of my Blue Fescue, tops of flowers and a few of my seedlings as well as other things.
They can also do collateral damage to plants when pecking for insects.
Mousetraps should take care of the birds too.
