Moving Hydrangea question

Maine, United States(Zone 5b)

I need to move an Endless Summer Blushing Bride that is two years old, and about 3 feet in diameter, and I'm wondering if now is a good time, and how difficult a task that is.

I am revamping the bed I have it in, and want to raise the soil level about eight inches...it would go back into the same spot, only raised. I did actually move this one last summer from another location in the yard, but it was a year younger...I'm nervous about breaking off the branches when I do this.

I also went to the trouble of winter protecting it, so I don't want to do anything that will jeopardize those early blooms I'm hoping to get. It's just now breaking dormancy. Any tips?

Also, if I do move it now, should I also fertilize it at the same time (this is the the time of year that I usually do that)?
