I have a shrub that has clusters of small lavender blooms on it later on in the season. I have forgetten it's name and there's no tag. The stamens (?) all stick out above the blooms, giving a feathery look. I need to look up information about it's care but don't have the correct name, or I suspect, the full name.

No, it is not arching
I have Spiraea japonica 'Shibori' and it's not at all arching. I think you may be confusing S. japonica with one of the other Spiraea species. Here's 'Shibori': http://davesgarden.com/guides/pf/go/80603/
