At our church, the yard man has ruined several red buds. They are nine or ten feel tall, and he cut off all the limbs up to about 7 feet leaving only a tuft of stems and leaves at the very top. (There is an epidemic of this going on in Texas.) As you know, they will never fill out again below, so the options are to replace them or to cut them off at ground level and hope they resprout and somehow keep the man away from them from now on. Is the latter a possibility, or should we bite the bullet and replace them now?

They should resprout, though it will take a few years for them to redevelop good branches.
Same problem over here, from city councils. They seem to think anything with one or two twigs below 2 metres height is concealing a mugger who will jump out and attack the next passer-by. Really infuriating when they cut all the low branches off fruit trees so you can't reach the fruit any more.
Erect a stout barbed wire fence around plants to protect from future browsing damage like this ;-)
