limited internet - seems intermittent - brand new computer

I used to be a system admin. but now I'm baffled.

On vacation at the Hilton I had a few problems with their wifi. THen had to start from safemode and do a system restore. Seemed to resolve itself but got online at the airport without success. Then, got home and limited access. I've been off and on all day. The base computer from which I wifi at home is also seeming intermittent - had to plug back in the modem but that now is resolved and I now am still having problems -sometimes a site will load, sometimes not.
