Does anyone applique items onto their quilts - how's it done

I am in the process of starting another quilt...my second:) I want to applique a cat onto the quilt but I'm not sure how to do it OR if it is “allowed” in quilting. Do you just sew the cat together and then sew it on top of the “already sewn together squares”? Or do you sew the pieces of the cat into each square and then sew the squares together???
