Vaseline as a base?

I'm taking it for granted this stuff is sold down there. I was wondering if it could be used as a base for my own salves? It has no odor. I use a lot of Vicks...could I just mix some drops of eucalyptus oil into it? The same for a heat rub...camphor oil, menthol, etc...would vaseline work as a base?
