What are these critters and how do I get rid of them?

Canberra, Australia

Our kumquat (variegated) has become infested with these. They look like Shield Bugs (stinkbugs). I tried spraying them twice with scale oil (pyrethrum in petroleum oil). On both occasions they get knocked down to the ground almost dead the next morning, but by the end of the day they seem to recover and are back on the plant! There's been some reduction in their numbers with this approach. Have you got any suggestions as to how we can rid ourselves of these? Can we continue to use scale oil without damaging the plant or does somebody have a better suggestion?
