Starting the end of this month until February - my yard will be in complete shade. The remaining portion of the year I am in partial shade. Can I still grow a vegetable garden?

I think your dappled shade might produce. Maybe a lighter crop. I've often read that sun lovers need at least 6 hours but I've had some success with less. For instance, I've had good cucumbers where most of the plant was hiding under something else. Lettuce is another. I'd start with a few different things and if vegs fail, there're lots of shade loving flowers. Good Luck.
I've read that tomatoes won't produce without several hours of sun a day, but I had a volunteer tomato plant last year that grew in hard, red clay and was in the shade 3/4th of the day. In fact, I was sure that the tomatoes wouldn't ripen. My daughter and I started called it my "green tomato" plant. But they did ripen. So, you really won't know unless you give it a try.
