Iris Borer?

Is this an iris borer? If so, what do I do?? Are all my iris doomed?

Several of my iris have these 'spots' on them :(

That's "leaf spot" spray with fungicide to help control it, cleaning up all debris also helps it spreads by spores and damp weather it seems to get worse it won't usually kill the plant it just looks really bad and will spread to others if not controled, I usually spray once a week if possible some years its worse than others.

Okay not so bad then? The area where I have my irises (I only have about 15) is unmulched and relatively weed-free. I try to keep up with cleaning up any leaves that die off. We have not had a lot of rain, and when I water I usually try to keep the spray towards the base of any plants I am watering.

What fungicide would you recommend?
