Does anyone have any idea what is going on with this Alta Magnolia?

Those are fungal leaf spots. Remove infected leaves when the plant is dry to avoid infecting other leaves. Leaves that collect around the base of the plant should be raked up and disposed of. Avoid overhead irrigation if possible; water should be directed at soil level. Use a recommended fungicide according to label directions. A copper fungicide or daconil are two....
