I am in Central Texas. I have a ten year-old chinquapin oak that has never bloomed or put on acorns. It is very healthy and has grown like Topsy. When can I expect it to produce acorns?

Still a bit too young; probably in the next 5-10 years. Look for the first ones the next time other oaks around have a heavy crop.
Resin
I agree with resin. Chinquapin Oak(Quercus muhlenbergii) can be a bit all over the place as to when it first produces acorns. Some will bear acorns in as little as 5 years from seed, while others take close to 20 years from seed. Typical would be in the 10 to 15 years from seed range though.
