Leasing a pony/ size question

Is a 13.2hh pony too small for a 12 year old girl who weighs 100lb and is 5' 2" to ride? I have an option to lease a Welsh cross but I'm thinking that this pony will be too small for her to enjoy. I also have another daughter who rides (she's only 9) so leasing a horse is something we've been looking into. I'm not readly to jump into ownership at this time especially with board in my area starting at 600.00 a month, tack on two lessons a week at 50.00 EACH, farrier bills, vet bills, and the kids can forrget about college. LOL

The other question is how my 12 year old will transition back down to a pony. She currently takes lessons on a 16hh thoroughbred/cross.
