Sew a one seam smocked dress?

I p/u some of that smocked elastic(top only) fabric @ Joanns for my daughter in law. It is sold by the inch. Directions are to purchase in.around bust + 2 in. for seam. Have any of you done this? Seems like a great little dress for hot summer days.
