A willow tree next to my pond has black clumps of stuff on it that look like caviar! They were present last year, too. I believe it is damaging the tree because the areas where I see it haven't come back well. What do you think?

A picture would really help. Some types of scale are that color, but I'd have to know what the clump looked like, if it was like a big mound of black stuff then it can't be, but if it's more like a single layer of little bumps on a branch then it could be scale.
Well, it's for sure not scale!
