hair as mulch

I am a poodle dog groomer. I have been composting the dog hair. How about using it as a weed barrier around plants or veggies?

They actually had a blurb on the news that some country was starting to use human hair as a mulch and weed barrier. Most of the hair came from asia. They said it took a little getting used to, but it worked just fine for weeds.

seems to me dog hair would not block light enough to discourage weeds. Maybe a layer of it below a layer of regular mulch
