Oversized mat w/ framed print?

I have a print that I want to mat and frame. approx, 21 x 34 or close to that. ( don't want to go downstairs and measure it) I would like the finished product to be as large as it can be w/out going over the edge. Open to possibilities: I have prints w/ 3 " mat. What is the max for this size w/ ruining any sense of proportion. 2 diff colored mats? thanks. mary
