Bugs Need Help

I put this one on Bug ID and have had no response and on PNW. They are making my Rhody look ugly and maybe killing it.
This is a large Rhody over 6' high. the leaves are distorted and lots of bites out of the leaves on the bottom.

Going out the other morning and looking at it closely, I found these?
Does anyone know what there are?
And How do I kill them?
I have another Rhody not 5' away not affected.
Please Help
