How can I set up Hanging Compact Fluorescent Lights?

I want to set up one of my rooms in my house for growing plants. I want to use Compact Fluorescent Lights because they seem to be very energy efficient and effective. They mostly seem to be "self-ballasted" so I think it's relatively simple. I just don't know what I need to do it. I want to hang the lights in the room. Can anyone tell me how I can buy them cheap (any websites or stores?) and how I can set them up?

You probably want track lighting. You can plug in the lamps wherever. Make sure the compacts fit the reflectors. Compacts have a wider base.
