Will pre-emergent stop bulbs?

I have never used a pre-emergent in my beds. I have added many bulbs, lily, crocus, hyacinth. Will a pre-emergent like preen hinder the bulbs from coming up?

Pre-emergent inhibits the germination of seeds only.
Of course, it will also prevent desirable flower seeds from germinating.
