Cleaning aluminum tray

Hi, I purchased an old aluminum tray that is hand pounded and also engraved. Inside the engravings there is a lot of brown--either scum or rust (can alum. rust?) I soaked in soapy amonia water and then scrubbed w/ SOS pad but it didn't really work. Any other suggestions?
