Need good easy to use inexpensive web site building software

I've just become the person in charge of my kayak groups’ web site. When the site was transferred over to me everything that the previous person had uploaded disappeared, so I have to start all over again. I have never created a web site before. I was wondering if anyone could recommend some good software that would be easy to use for a beginner. We don’t have much money so it would need to be inexpensive. Our site is pretty simple. We just want to share some information about the group and post pictures from trips. We also want to have some links to other useful sites and our trip report blog. Thanks.
