There are some white fuzzy critters on the lemon trees outside.
the guy at the nursery said they were some kind of scale.
Spray it with insect soap to mat down the fuzz.if it's the same thing that is here it will have a brown shell under the fuzz.
Where there were a bunch together it looked like what your picture looks like.

I don't remember which but either the male or female are the fuzzy ones

I let a bunch of preditor wasps loose on them.
Now there are white dead ones all over the place

I thaught scale was suposed to be small critters.
The ones here were up to 1/4 inch long and scragley haired monsters.
They can crawl when they are looking for the right place to dig into your plant but once they settle in they don't move anymore.
I only saw one walking,I thaught it was a mini catapillar on my blueberry bush.
I took it to the nursery to see what it was.
Soon after there were tons of them on the lemon plants.
I used Aphytis melinus wasps to get them.
They got them controlled pretty quick.
I also had Green lacewings,Praying Mantises,and ladybugs on duty too.
This is the first year I've had any bug problems.
They came in force this year.
My peppers must have cost me about a grand a peice.LOL

I couldn't find a picture of what the ones I had looked like.
I could send ya a few dead ones.....
The ones I had don't look like the ones I saw when I googled plants- fuzzy white scale.

Neem oil is supposed to kill them.I didn't use it because I already had a couple billion dollars in beneficial critters crawling and flying around and didn't want to kill them.

It could be Woolly Apple Aphids, they enclose themselves in the white cottony stuff:
