Its a bird w/ his head eaten or torn off.

Looks to be a Black-capped Chickadee, :-(

I know we talked about birds with their heads eaten off before; I thought I remembered it being cats as the obvious culprit.

Does my memory serve me correctly?

I don't know about other cats but the one we have eats everything except the head and feathers. I am sad to say he has left a few heads for me to discover in the garden. But he has never left a body without a head!

Looks like most of the breast has been eaten too, fairly neatly. My guess on the diner would be Sharp-shinned Hawk.

Generally not (catching prey is tricky, so they eat everything they can off what they do succeed in catching). It'll only leave anything if it was disturbed off its dinner.
