Can anyone tell me if there are restrictions on seed trading between the United States and the Union of South Africa?

If there are restrictions, what are they? - - If you know of a solid reference online, please provide a URL (linking address).

Thank you so much for this link. There is someone in the Netherlands that I would like to exchange seeds with and this has shown me how to do that! Have applied for my permit.
