spray for white flies and/or powdery mildew
It also sounds like it could be "frothy flux". Here's a link that describes the condition. Click on the "see image" to see a picture. Boy, it sure looks yucky!

Cool Peteski! Nice site. HDORT1, is your willow a Globe Willow? (wonder if this attacks other willows as well?) However, wouldn't it be nice if all you have are some SpittleBugs in your tree...?
