My red bud tree appears to be dieing. When I went to cut it down I noticed that there is new growth at the base of the dead tree. Are red buds grafted? Do the grow in zone 5a? Should I purchase a new one?

Redbud
Redbud trees tend to sprout out around the base. I usually have to prund new bottom growth several times a year. They are usually not grafted on less you purchased a named variety. They grow in zones 4 - 9.
