I found this guy on a rose bud right next to a newly-opened but devoured flower.
What is he? Would he eat my rose bud/flower?

Well, it's a teenager, soon to be an adult bug of some sort. Look to see where it places its proboscis - the straw like mouth part it uses to suck juices with. If it is in your rose - give it the ole two brick treatment. If it is in another insect, put up a little welcome sign.
