100% Whole Wheat

I bought a loaf of bread yesterday that stated 100% whole wheat,no artifical preservatives,colors or flavors in LARGE LETTERS
While making a sandwich I read the fine print.In addition to the usual ingrediants it had wheat gluten and 12 chemicals.Some of which had 22 letters to its name.
I wonder for what purpose these would be if not preservatives,colors or flavors and how could it be 100 whole wheat.
