need help with toolbar

i think i am getting dummer everyday.
my husband bought and downloaded a program,its called driver cleaner
gave 49.00 dollors far it. so now my whole computer went crazy far awhile,i unstall it,got ahold of companty and told them to cancel it all.i had to get nasty with them cause they want to fix it,but i don,t want it.
now i have a tool bar that when i click on it it freezes my computer only way i can shut down is turn it off. how can i get rid of it,
