Gas oven problem

Any idea what causes this and how complicated or expensive it is to fix? My gas oven comes on and heats up a bit, but does not get hot. It does this randomly. When it happens, it gets warm at most and I can smell gas. Is it a pilot problem that I can check? Suggestions welcomed. Thanks.
