Question about 'Picasso'

I purchased a 'Picasso' canna this morning, already growing in a pot. While researching culture, I came across this statement,(They are even happy planted in a pot submerged in a pond.) Is this true? Can this particular plant be submerged? We have a small goldfish pond, and I had planned on planting this close to the pond, but if I could put it in the pond I would do that. Has anyone grown this submerged? I would not want to drown it. Thanks for your help.

does that mean the bottom 3 to 6 inches of the pot or the top no deeper than 3 to 6 inches? I plan on starting some to put into a very tiny pond... 40 gallon!
