stuck toilet fill-valve

I have a modern toilet fill-valve. When I flush, the toilet runs for up to 20 minutes. When I take off the lid and poke the float, it pops right up and stops running.

jiggling the handle hasnt helped
there is no leaking (that I can detect)

is there a way to prevent my newish fill valve from sticking like that?
