the recent freeze blasted my crepe myrtles..leaves all dry & crinkly...will they recover? will they bloom this year?

They should recover. They flower on new shoots (i.e., the flower buds are not already laid down in the previous autumn's shoot buds, but are developed in the summer on the new shoots), so flowering won't be affected other than possibly a short delay.
